Direct Soil Contact: Weeds originate at the soil level - not on the surface of decorative rock. Spray applications tend to coat only the tops of rocks, leaving the soil inadequetly treated.  In contrast, granular pre-emergent naturally sifts between the rocks, delivering product precisely where it is required to prevent seed germination. 

Enhanced Coverage in Varied Terrain: HOA landscapes often include slopes, drainage areas, uneven rock beds, and densely planted regions.  Spray applications struggle to penetrate these areas.
